A proposal outline should follow the solicitation, but a reusable starting structure helps small teams move from blank page to assigned sections faster.
Start with the required volumes
Never force the solicitation into your favorite outline. Use the agency's required volumes and headings first, then add internal drafting notes below them.
- Technical approach.
- Management or staffing approach.
- Past performance.
- Quality control or transition plan.
- Price or business volume.
- Required forms and certifications.
Add evidence prompts
Each section should ask for evidence, not generic claims. This keeps the draft anchored in what your company can prove.
- Relevant project example.
- Named staff or role.
- Method, tool, or process.
- Metric, deliverable, or outcome.
- Risk and mitigation.
Assign reviewers early
Small teams often wait too long to review. Assign section reviewers before drafting so gaps are visible early.
